Explain to me again why these boards of anything were ever given the privilege to decide who can and cannot practice a trade?

I’m sure doctors, pharmacists and attorneys etc were all for it in the beginning to weed out the fakes and corner the market on medicine or law and make more money. Now it’s just to keep people in line.
