Mostly niggers. You can tell because it looks like Haiti.

Edit: There is even a video of a nigger cop chasing the niggers and he just gives up after walking about 10 feet in their direction while they slowly jogged away.

I'd at least stop cleaning it up. Lazy ass theives just leave it right there. It will eventually pile up so high that it will deter additional theft. The theives are slowly building a fence of trash. At least just let them do it.
