Pretty good troll. I vaguely remember something like this happening in the 1800s. Much in the same spirit legislation was proposed, but it actually passed! I wish I could remember more specifically. I thought it might have been in relation to the 'spoils system' but I cant' find anything in a search. Could have been pre-Civil War as well.
