This is subtly setting up dozens, possibly hundreds, of shootings/shootouts. This is turning up the heat on the boiling frog by a degree or two. I think this is a bit too far. But I generally hate New Yorkers- bunch of faggots who speak like jews and believe that NYC is the center of the universe. Your city sucks, probably worse than many other similarly-sized cities.
