The forest fires and subsequent mudslides and flooding are often because of their mismanagement of the land and forests driven by political and misguided environmental agendas. Manage a forest incorrectly and you will create man-made natural disasters. The earthquakes are not under their control, but they built critical infrastructure and large cities in earthquake prone areas for their own gain. Of course they will suffer the consequences of building where it is geologically and tectonically active. Does that cover it for you?
California doesn't manage most of the forests in the state. That would be the United State Forest Service.
Sounds like you are wanting to defend california of all their misdeeds and bad decisions. I will not defend them in any way.
