Most of the time (I'd say) it's lazy journalism. Writing to an audience that doesn't understand or care about the difference. (Instead of trying to elevate the discourse.)

Except these days the distinction is important. And "democracy" is their message so as to further normalize. Propaganda value dictates it must be constantly repeated to ensure indoctrination.

Which means the author is clueless, indoctrinated, or in on it.
