To be fair the guy had pulled a knife and was going into an area full of more people.

That said, if police departments didn't limit the IQs of police officers the cop might have thought to stick his baton in the wheelchair spokes to immobilize him.

Or he could have not shot the shit out of him, his background had a innocent civilian. He could have quickly kicked his wheelchair over or the baton thing. And End of story. Or even shoot wheelchair motor. Disables the disabled threat.
