The sign said they apologize! I'm sure they take this very seriously.

I see a pattern here: relying on others to do anything for you is, at best, unreliable. Especially government. Pre-paying for a product or service makes things worse. I stopped pre-paying for things after I got ripped off for doing that enough times, especially by small contractors.

This is the only reason I use credit cards - where I might need to be able to reverse a charge. I don't pay cash for prepayments, and that's why no bitcoin for internet purchases.

That's literally how the free market is supposed to work, by finding ways to improve our lives. Reducing the amount of work a person has to do is exactly that.
