We haven't established that Wisconsin law is as you describe. That being said, a law that says it's not a crime to point a firearm at somebody unless the victim has reason to believe it's loaded DOES run afoul of just about every principle of gun safety.

All states assault laws are based on a simple premise. You have to cause a harm or put someone in fear of being harmed.
