Most states in the South have a ton of dogs in their shelters. Only the shelters in liberal cities do anything different. Wake and Mecklenburg county in NC have a bunch of no kill shelters. Of course, it also costs about $300 to adopt a dog from one. I got one dog from a rural county kill shelter and they only charged $20. Pros and cons. If they used a different method to euthanize animals it would cost more to adopt and fewer animals would be adopted. Of course, dog fighting is still big down here so I'm sure the $20 dogs are frequently used as bait. There's no winning.
