It's not against Baldwin. It's against the film company. It's unlikely he will be held personally responsible. In both of his roles (actor and producer) he has limited liability and is almost completely covered by insurance. Piercing the corporate vale will be extremely difficult. He may get personally charged with a crime and if convicted he may have jail time or pay restitution but it will be limited to the mandated legal maximums. Plus, without intent his jail time will be nominal, if any. Ultimately, there will be a massive insurance payout in the tens of millions, but Baldwin will not face serious consequence.

Edit: I just watched the video of the lawyers of the armorer. It seems pretty likely sabotage was involved. They might not be able to prove it, but they could make a good case around that narrative.
