Warm weather, lack of enforcement, and public assistance are why there are entire divisions of homeless people in LA.

I lived in San Diego back in 1990. The homeless guy I knew told me that they were very mobile, spending their winters in Southern California and often drifting up to all points north, even to Seattle in warmer months. Balboa Park, home of the famous San Diego Zoo, was a winter encampment for a few hundred guys and gals. They were sociable and non-violent. Crime was low back then too. But now, there's a million addicts living on the streets in California. Sad. All because of government agencies, directly and indirectly.
