First of all, the fact that the Biden admin thinks this is a win should tell you everything you need to know. If this could all be fixed with a EO why did Biden not do it?

Hum... really? Storage and logistical problems that seemingly were not impacting the supply chain just a little bit ago? High demand for imports? Demand that is somehow new? No, the only thing here they can blame with any plausibility is 'a shortage of dock workers and truckers' ... but we can go and watch videos of lines and lines of trucks waiting for cargo. So this is all BS.

However, it is not clear what, if anything, Newsom’s executive order will do to address the crisis

Big nothingburger.

Here is a big part of the problem. All trucks entering or operating in CA must be California Air Resources Board (CARB) compliant. That means they have to be newer than 2008 or have a new CARB compliant replacement engine. Maybe about 60% or more of the national truck fleet is automatically banned from CA. Many independent owner operators just flat refuse to travel in the state because of all the additional regulations (edit) and the crazy high price of fuel.

It's not a surprise there is a truck shortage at the ports.

Just wait for their laws outlawing gas vehicles there.....
