Oh I get it, they propose a horribly draconian measure, anticipate a backlash and then walk it back to something "less draconian" which will pass because the people will think progress was made. It is like the Black Friday effect, you did not save 75% on a TV previously marked at 1000 dollars, you instead actually wasted 250 dollars.
