That 10k was if you made a $10,000 transaction. It had to be reported.

This appears to change that so if you put a total of $10k in an account over a year, it's reported.

Just a little turn of the screw.

Oh I get it, they propose a horribly draconian measure, anticipate a backlash and then walk it back to something "less draconian" which will pass because the people will think progress was made.

It is like the Black Friday effect, you did not save 75% on a TV previously marked at 1000 dollars, you instead actually wasted 250 dollars.
