It always puzzles me why he and his whole family are not currently slaughtered.

I've thought about this. I believe it must be that he has a security force that moves him around constantly from safe house to safe house, never allowing him to remain beyond what has been determined as the safe time limit -- three days, probably. This prevents his enemies from setting up their attack.
