Building codes require working plumbing. You can't legally live in a building that doesn't have running water. All buildings built over the past 75 years or so have plumbing, because that was the building code. However, we do have many niggers who think that water is free, and who resent being asked to pay for it to flow into their houses or apartments. These niggers will often let the water get turned off, then try to steal it, and then rip out the copper pipes and sell them for crack or cheap wine. Niggers are a sub-species and can hardly be expected to live like human beings -- at least, this is the view of the Democrats who pay their welfare with your tax dollars. If anyone is living without running water today, it is because either (a) they are shiftless drug addicts who won't pay their water bill, or (b) they are niggers squating in abandoned houses or shacks, so they can use their welfare money to buy drugs and booze.
