Why the hell do they want to build it in the desert. Also, what is it with all of these rich people thinking that they can/should build their own cities. Bill Gates bought a ton of land in - i think - Arizona to build a "city of the future". We had factory towns before, there is a reason they aren't really a thing.
They were extremely anti-workers rights and in some cases they even had their own currency that you could only spend at a company owned store, where you also lived in a company owned house that you had to rent from the company.. Thus, not paying you in a "national" currency they made sure you could never have enough money to move away or get a new job.
It's purely a tax write off.
