I am sure each FBI agent gets rewarded in his job for every conviction so it is their once give to fake crimes and make up villians. Not only that but if there aren't enough crimes for the FBI to work on then their budget and staffing would start to be cut as an agency overall. Its like every agency. They must continue to create reasons for their agency and jobs to exist.
