Finally...but it will not be enforced...just wait a week for the publicity to die down. Cops hate interacting with lice-infested bums.
Now follow that up with six months in a Marine-style boot camp where they work off the fine, and get indoctrinated (commie reeducation camp style) with the work ethic. Guaranteed half the homeless population will hitchhike elsewhere in six months, and the other half will be gone six months after that.
