It says "signed by governor" - but I see what you're saying - You're going with the theory that it's a psy op to give the illusion that he signed the bill...It's a strategy. That's a pretty serious thing to lie to the public about.
I'm not going on a paper chase. That's an old trick and it doesn't make you look good playing it.
It clearly says on the official state site that it was signed by the gov on May 3rd. I'll take that as fact. If you want a real signature then you find it yourself.
