The federal government agencies just buy shit. I mean, they just buy all kinds of shit. Agencies buy things they can't even use because someone put out a bid for a project that needed something and the project got cancelled. That's why there's such a huge surplus market of federally purchased goods. It looks suspicious, but it's more likely incompetence.
