Does that mean the entire city council can be taken by citizen's arrest for operating homeless shelters?
Homelessness is a catastrophic problem in cities like Seattle and San Fran, all the other places with tent cities. I'm sure something must be done about it, but this is not that something.
The go'bment has no right to tell anyone who they can or can not give charity to. I have never given a homeless person money in my adult life, but anyone ought to be free to do so.
Panhandling ordinances are fine in places where the panhandling presents danger, or impedes the natural flow and work.

A short anecdote: I went to Tampa in 2012 when Romney got the nod. I wasn't invited, but that's another story. About a year before, I had worked on a Mouse boycott online when WhOrelando tried the same thing. It's what I call the "pimple mentality" where you squeeze it in one place and it comes out another. . . Anyway, the organization Food-not-Bombs continued to feed the Orlando homeless and many got arrested. That's when Anonymous declared "war" on the Mayor and posted up a picture of Mayor "Buddy's" waterfront mansion with one of their V masks hanging on the street sign. As the arrests continued and the boycott gathered steam, the MOUSE called off their Buddy and things settled quickly with ordinance loosening greatly. Everyone was released except for one FnB leader who spent 60 days in jail while the internet pressure mounted. I met him, shok his hand, and thanked him for taking one for the "team". He was still bitter.
I understood about 80% of that, don't know exactly what the mouse represents. I remember (vaguely) reading about FnB.
If we, as my bro Chalmers Johnson likes to say "Dismantled the Empire" we'd have enough money to house all the vagrants in asylums without a second thought.
