This is the typical manner of disposing of old tires, thanks to the environmental laws. The tires get piled up for years, and then late one night a fire "accidentally" starts in the pile.

Yep. They actually should be burnt, but cleanly as possible. Down in Mexico they use them to fire tile/ceramic kilns. I'm sure this is not US powerplant level clean burn by any stretch of the imagination, but as long as they burn nice and hot there is little nasty pollution.Tires are a lot less toxic than most people might know. Mostly carbon.
