It's very hard to fund civilian infrastructure projects when criminals run your country. For some reason, they're not concerned about these things. Rather, they like to focus on raiding and looting our collective pockets. They prefer compromising potential officials, debasing our currency, dumbing down the population, distracting us with identity politics, gender dysphoria, scaring us and so on.
It seems to work for them.
