I'm sure that has something to do with it also in those areas. The new mills I've seen built though were in southern US states like Alabama, Georgia and North Carolina so shipping it from those areas wasn't an issue. There's also the possibility that there is just a shortage of capacity on rail due to the added loads of oil and the backlog at ports.
