Opportunity here.
We can either mass migrate to nyc amd take over the largest us city, or mass migrate and join the police force to acquire power from within one of the institutions of local power in the city, which can then be leveraged for more power down the line.
Think in terms of politics when talking about politics.
This would work if; 1) You can convince enough people that NYC is worth saving, and 2) You can convince NYC voters to stop electing lackluster politicians, and 3) You can prevent people from moving into NYC who will undue items 1 and 2.
I can hear the interview now.

"How is your budget looking for the next 20 years?"
