I don't think any of the avatar programs are cloud/server subscription services. It's possible to make one but pretty much every existing program to do this is run locally and doesn't require subscriptions. One of the most flexible ones, Unreal Engine, is free and there's tons of characters you could use with it. There's not much danger in losing access to the avatar. Twitch bans on the other hand...
