That's a "Payment so small a business won't care, so large that the reeeeeing masses won't pay it."
Considering how easy it is to make bots on the platform, is that any surprise that there are so many? I used to have 5 or so doing various things, mostly to see if I could do it. Cheesebot tweeted "Twenty different cheese just a dollar ninety-nine" every hour with a unix timestamp, birdbot repeated posts from the reddit gryphons sub, speedybirb posted speedchecks from my ISP, etc, etc. It's so easy to do that anyone with a bit of programming know-how can do it, and there are pre-built libraries for python and others.
Make a one-time charge of $100 for the API keys with a small change fee unless there's funny stuff, and that will go away immediately.
