Yup, it's called ABA, it is a teaching method that runs rampant throughout most if not all schools. It is the brainchild of a behaviorist who saw people as purely machines, and is barely challenged. Teaches zero critical thinking, and is 100% conditioning.

How the hell else would you do things other than directly from the book? And how would it be graded? How could you be sure all the teachers even have a basic grasp of what the they're teaching?

It’s one of a few methods. There are others that teach and encourage critical thought. What you do is take the teachers who are wasting their time learning indoctrination techniques and have them learn how to teach. It’s not an insane demand.
