While clearly against twitter TOS (if applied fairly) that's not an actionable threat.

Supplying the location of someone makes it actionable.
It's not a threat - he's already done it. If anyone does anything to the guy then he's opened himself up to a felony conspiracy charge.
An actionable threat requires two elements:
It needs to be specific
It needs to be imminent
"I just got Rocco Castro's home address. I'm going to send over my gang friends to beat him up." This is an actionable threat. "If I ever get Castro's address I'll beat him up." This is not. "I just got Castro's address. He's in for it now." This is not.
