They'll use infrastructure being 'attacked by terrorists' like they've been telegraphing through rumors and state-written propaganda such as the turner diaries. Good ol' predictive programming. Also "rations/supplies in exchange for testing/vaccination/compliance" will be a tactic, like the u.s. military trained for at home and abroad. The military guys on the ground will sadly think they're helping.
