No, IDs are racist only when it restricts changing consumer habits. If it restricts white people, it's not racist at all, it's justified. The part you're missing is, changing consumer habits only can't figure out how to get an id when it's needed to restrict them.

Each N.Y.C. Groceries store will be open to all New Yorkers, not means tested, and offer meaningful discounts on a core basket of fresh produce and essential foods. (edc.nyc)
