The president is the head of the executive branch, technically - doesn't everyone in government work for him? He can fire who he wants.

Not exactly. He can only fire people who work for departments subordinate to the Executive. He can't, for instance, fire a federal judge or member of Congress.

Sounds like another general RIF is in order if he can't terminate those he's trying to terminate.
