Can't we keep water for ourselves, just like Mexico?

I’d guess it’s geographic. If we are delivering water to Tijuana, that’s as far west as it can get. Texas is getting the Rio water. Sounds more like a quid pro quo situation.

How or why the Colorado River water goes that far west is another question altogether, however…
