Something seems sus about this. I can't find any news about it. The NY Post would love this click bait. I was going to say this means the building wouldn't have heat or hot water as well, but I suppose it is possible that could be provided by NYC's steam system.
NY State has issued a ban for natural gas in new residential buildings, but I can't find any evidence that gas has been shut off in existing buildings. (Except for non-payment and that's a rare occurrence.)
And for a high rise this would be totally impractical. Renovating the proper power into an existing structure of that size would be extremely cost prohibitive.
