The agreement is over (I think it was an election lawsuit that claimed voter intimidation in one state somewhere and the idiots Rs agreed to settle and apply a 'no Rs poll watcher rule' to the ENTIRE country for decades. ) Rs are out of practice in recruiting and training poll watchers, dems have decades of experience and came up with cheats while no one else was watching.
