I'm actually warming up to tim pool's "defund the police if your city is a bunch of assholes" approach. If the police will only harass and arrest law abiding people then removing them will simply mean people will be in charge of their own defense. That could be community patrols, armed houses, hired security, whatever; but no one would come and arrest you for making society better.

I'm all for allowing municipalities to determine the size of their police forces. Let them deal with the consequences.
