It's actually incredibly simple. As illegals travel home on vacation, revoke their passports and green cards so they can't return. Then, as illegals are caught by law enforcement for various crimes, send them home, revoke their passports and green cards, rinse repeat. Sure, a few won't be returned, but the few who remain shouldn't pose too much of a problem.
