This is a full 11 points below the threshold of 80 that we use to classify mental retardation.
The average Rwandan is severely mentally retarded by Western standards.
You can't "educate" your way out of genetic, population-wide severe mental retardation.
Sub-saharan africans are a different species with a much, MUCH lower capacity for intelligent thought. We need to stop trying to train pitbulls to operate heavy machinery. It's simply not going to work.
