Ethnique segregation policies in prisons nowadays, whether in europe or the US or anywhere else, didn't happen because some bureaucrat somewhere decided it was just great. It's only a thing because without it, it's worse. It's a thing for practical reasons, not ideological reasons, at least as far as the administration is involved
