An accurate title is:

"13-49 year old inner city negros and to a lesser extent hispanics kill unacceptable numbers of people with handguns while committing endless amounts of other violent and non-violent crime. It's forcing people to live in fear, killing small businesses, and destroying the quality of life of our great cities. We must do something about it."
