Disappointing -but not surprising- incorrect usage of "premise" repeatedly throughout that letter.
The "premises" is the location of property or land. Multiple "premises" is "premises", but a single location is still "premises", not "premise".
It should be using "premises" - your land is your "premises".
"Premise" is a term in logic which means that something is assumed or taken as a given while making an argument or as the foundation for telling a story.

How the hell does Maine know in advance whether you are buying chicks from out of state?! There are a few , maybe they are being forced to reveal the personal information to the state of anyone ordering chicks through them. IDK.
