The only mental gymnastics that can possibly be done is that Trump forced the release of the virus and of an unfinished vax head of time that while the virus killed, it wasn't really that effective (needed a few more gain of function iterations to really be powerful) , so only a few million died instead of 50 million before it mutated to something else.
