I always thought it meant that it was so obvious that they are feds that they are practically glowing on the message boards, messaging services, etc. Like holding up a sign that says "I am a fed."
Posting stuff like, "What kinds of guns and ammo do you guys have at your house?" And, "Anyone thinking about killing some cops, lately? I want to read all of your cop killing fantasies."
