He hasn't been arrested (in the U.S.) because of the 1st amendment. He's walking a thin line and most certainly gets counselling from lawyers on how to do his actions without breaking the law. The last one for example, he knew that hanging banners on an expressway's bridge isn't illegal. Cops (one was a chink, all the others were spics) tried to intimidate him and he destroyed them with simple questions regarding the law (they were supposed to know, but obviously didn't).
Same thing applies for the flyers. He knows which states don't consider dropping them as littering.
That's why the jew-owned MSM and ADL are trying to make people believe cops are investigating these cases (lol they aren't and even admitted that it wasn't an offence/felony), but you'll also notice they never branded the content of these flyers as lies. They always pull the "Muh hollowcost" card.

That is evidence. Does he have to come out and show a fed badge before we question his legitimacy? I don't understand this argument. Should I just assume that Ray Epps was a Jan 6th protestor that the government just decided to ignore because I don't have a signed confession?
This is the United States. It doesn't matter if its the law or not. Police will harass you all the same within the legal boundaries of the law. Police can detain a person for 24-48 hours without charges. They can slap you with BS charges like "racial harassment" that are later dropped by a judge. They can perceive your actions to be that of a potential terrorist and interrogate you. All it takes is suspicion. The police have so many tools to make your life a pain without any crime being committed. When a person like HT can go around without incident that is evidence that something is not right.
Fliers are also ineffective at changing peoples minds. People see garbage on their property and their first instinct is to disagree with whatever the flier has to say. It's an unsolicited advertisement. But I think it's more than just that. I think the government wants to figure out where there are white nationalist hotspots, the amount of support, and build a threat map. To do so they need white nationalists to feel comfortable acting in the open in a easily traceable manner. Far more effective to recruit in private.
There is another theory: HT is not very smart guy and he's doing the governments work so they allow him to without interference. That's always the easiest way to control opposition. Silence the smart ones. Megaphone the stupid ones.
