Do you rly think no other country aside from USA has a special service ? The special service in my country probably already know who all the CIA infiltrators are and they just let them be and look at what they do.
Its easier then looking for new CIA agents, better to keep the ones you know, then kill them and having to waste time looking for who their replacent is.
