Well, "telegraphing" the behavior is part of the magic spell... the self-fulfilling prophecy. Some call it pre-programming or patterning, but it also serves as a signal. When the UN signals that conspiracy theory = bad, all subordinates (they call themselves "shareholders") know to do things like railroad Alex Jones and attack "conspiracy" producers and they will be protected if they do so. There is a synergy involved. Also, if they didn't show their power, then their subordinates would also start to steal from them and eventually try to seize power.
