I clicked the link to the NC site and saw the "this is not a hoax" warning. Honestly, my first thought was that it couldn't be true so I manually went to the site to see for myself. You can see the crime stats by neighborhood easily enough.
While I couldn't easily find the graphic linked in the OP I could easily find the stats, which speak for themselves. I'll dig around some more but it looks like the article is legit.
