Paying them anything is not something I like the idea of, but in this case free transport home and a free iphone seems like a good one-time solution to me.

Even at a higher price (I think in many cases you'd have to pay the countries accepting our blacks), I think these arrangements would pay themselves back over time, due to the reduction of financial burden on our welfare systems and reduction in damages from various crimes.

If the program is highly successful, the benefit would be hard to even fully quantify. It could be staggering.
